JOC-JOCF founded by Cardinal Joseph Cardijn in 1925, in Belgium for the purpose of establishing a movement that would serve, represent and educate young people through the method of See, Judge, Act.

Upon its arrival in Rwanda in 1958 by MUKAMUSONI Leocadie the founder of JOC-JOCF in Rwanda, JOC-JOCF brought together all categories of youth and adults: workers, students, apprentices and unemployed too.
